Report Application

Meeting date, attendees present/absent/excused, progress by trade (% completed vs forecast schedule), blocking points and decisions made, approved modifications, impactful weather conditions, on-site workforce, next meeting. The progress report is a contractual document that serves as evidence in disputes. It is distributed within 48 hours to all stakeholders.

The project manager (architect, engineering firm) ensures the direction of works contract execution (DET) and assistance with acceptance operations (AOR). They verify compliance with plans, coordinate contractors, prepare site reports, and approve progress claims. Their liability is engaged in case of supervision failure (consistent case law).

Weekly during active construction phase (standard practice). Biweekly during preparatory or finishing phase. For large sites: specific meetings by trade or theme (structure, MEP, facades). The frequency is defined in the contract specifications. Repeated absence of a contractor may justify formal notice.

Document the delay in the progress report with identified causes (weather, supply delay, understaffing). Check if the delay qualifies for extension (force majeure, adverse weather). Issue formal notice to the contractor if the delay is attributable to them. Apply contractual delay penalties (typically 1/3000th of the trade amount per day). Propose a catch-up schedule.

The CSPS (Health and Safety Coordinator) is mandatory when 2 or more companies work simultaneously or successively on a site. 3 coordination levels: level 1 (large sites over 10,000 man-days), level 2 (medium), level 3 (simple operations). The CSPS prepares the General Coordination Plan and the Technical Maintenance File.
