A work completion certificate is a formal document confirming that construction work has been completed in accordance with the contract. It is typically required upon completion of any work that was subject to a building permit or planning permission. It is issued by the project owner and submitted to the local authority.

Failure to file a completion certificate prevents proving compliance of the work, which can block property sales (notaries require planning compliance). The local authority can record a planning violation. The limitation period for criminal action is 6 years from completion of works.
