Annual periodic inspection is mandatory (order of June 25, 1980, articles EL 19). The initial inspection is carried out before opening. Inspections are performed by an accredited inspection body or a competent technician. The report must be kept available for the safety commission. In case of serious non-compliance, the operator must remedy the situation or face administrative closure.
What are the categories of public buildings and their obligations?+
5 categories based on capacity: 1st (>1500), 2nd (701-1500), 3rd (301-700), 4th (≤300), 5th (<threshold). Public buildings of categories 1 to 4 are subject to the safety commission and mandatory periodic inspections. Category 5 buildings have reduced obligations but electrical inspection is still recommended. The types (J, L, M, N, O, P, R, S, T, U, V, W, X, Y) determine specific applicable requirements.

According to the order of June 25, 1980: condition of installations (aging, overheating), continuity of protective conductors, circuit insulation, operation of residual current devices, emergency lighting (autonomy, number of units), backup power source (generator if required), temporary installations (stands, decorations), compliance of the main low-voltage switchboard (MLVS).
What is emergency lighting in public buildings?+
Emergency lighting includes: evacuation lighting (exit signage and pathways, 45 lumens/m minimum, 1-hour autonomy) and ambient/anti-panic lighting (5 lumens/m2 minimum). Self-contained emergency luminaires must be checked monthly (operation) and every 6 months (full autonomy). The safety register must record these checks. Standards: NF C 71-800, NF C 71-801.
What are the penalties for electrical non-compliance in public buildings?+
The safety commission can issue an unfavorable opinion leading to a formal notice for compliance. The mayor can order the administrative closure of the establishment (article L.143-2 of the Construction Code). In case of an accident, the operator faces criminal liability (endangering life, article 223-1 of the Penal Code — 1 year imprisonment, 15,000 euros fine).
