What are the maintenance obligations for railway rolling stock?+
European regulation (EU) 2019/779 defines the maintenance management system (ECM — Entity in Charge of Maintenance). The ECM must be certified and perform 4 functions: management, maintenance development, fleet management, and maintenance execution. Maintenance intervals are defined by the manufacturer and validated by EPSF (French Railway Safety Authority) in France. The maintenance file is audited during safety certification.
What are the railway maintenance levels?+
5 levels (NF EN 13306): level 1 (daily check — simple verifications by the driver), level 2 (limited inspection — consumables replacement, routine workshop), level 3 (general inspection — sub-assembly overhaul), level 4 (major overhaul — reconditioning of major assemblies), level 5 (complete reconstruction or renovation). Intervals depend on mileage and/or calendar duration. Optimization is based on reliability (RCM — Reliability Centered Maintenance).
What is EPSF and what is its role?+
EPSF (French Railway Safety Authority) is the national railway safety authority in France (established in 2006). It issues safety certificates to railway companies, authorizations for rolling stock commissioning, and safety approvals to infrastructure managers. It conducts audits and inspections, and supervises post-incident investigations. EPSF works in coordination with ERA (European Union Agency for Railways).
What non-destructive testing methods are used on railway equipment?+
Ultrasonic testing (UT): axle, wheel and rail inspection (internal crack detection). Magnetic particle inspection (MT): bogie parts, springs, coupling hooks. Eddy current testing (ET): on-track rail inspection (measurement vehicles). Visual and dimensional inspection: wheel profile (tread, flange), brake pad thickness. Thermography: electrical connection and axle box inspection (overheating detection). Inspection frequencies are defined by the approved maintenance plan.
What are the requirements of the 4th European Railway Package?+
The 4th Railway Package (directives and regulations adopted 2016-2019) includes a technical pillar: single European safety certification issued by ERA, harmonized vehicle market authorization, joint ERA/national authority supervision. And a political pillar: opening passenger rail transport to competition (progressive competitive tendering obligation). Impact on maintenance: harmonization of ECM certification requirements at European level.
