What are the regulatory acoustic requirements for housing?+
The decree of June 30, 1999 sets minimum levels: airborne noise insulation from outside DnT,A,tr >= 30 dB (or per noise map), insulation between dwellings DnT,A >= 53 dB, impact noise L'nT,w <= 58 dB, equipment noise LnAT <= 30-35 dB(A) depending on type. Under RE2020, acoustic certification at completion is mandatory for new collective housing (decree of November 27, 2012).
How is an on-site acoustic measurement conducted?+
Per NF EN ISO 16283 standard (parts 1 to 3). Airborne insulation measurement: sound source (omnidirectional loudspeaker) in the emission room, level measurement in both rooms + background noise. DnT calculation. Impact noise measurement: standardized tapping machine (5 hammers, 10 strikes/s), measurement in the receiving room. Conditions: normal furnishing, closed windows, at least 2 source positions and 5 microphone positions. The report must state measurement uncertainties.
What is the difference between acoustic insulation and acoustic correction?+
Acoustic insulation prevents sound transmission between two spaces (wall, floor, window). It is measured in dB attenuation (Rw for partitions, DnT,A for in-situ). Acoustic correction treats reverberation WITHIN a room (reverberation time RT60). It uses absorbent materials (acoustic panels, suspended ceiling). A noisy restaurant has an acoustic correction problem, not an insulation problem.
Are acoustic measurements mandatory in new housing?+
Yes, for new collective housing (decree of November 27, 2012): measurements on a representative sample at completion. The acoustic certificate is part of the DAACT file. For individual houses: no mandatory measurements but regulatory requirements still apply. In case of non-compliance: the developer must correct or compensate (ten-year liability if the dwelling is rendered unfit for its intended purpose).
What remedies exist for neighbor noise nuisance?+
Daytime nuisance: abnormal neighborhood disturbance (article 544 of the Civil Code), documented by bailiff or acoustic measurement. Nighttime nuisance (10pm-7am): nighttime disturbance (article R.623-2 of the Criminal Code), 3rd class fine (68 euros). For non-compliant buildings: judicial acoustic expertise, liability action against the builder (ten-year if under 10 years). Measurements must follow NF S 31-010 standard (environmental noise characterization).
